Dr. Fragner received his medical degree from State University of New York Upstate Medical Center and completed his Orthopedic Surgery residency at State University of New York Downstate Medical Center. He completed his Fellowship in Hand and Upper Extremity Surgery at the University of Pennsylvania Department of Orthopaedic Surgery. He serves as a Clinical Instructor in Orthopedic Surgery and Rehabilitation at Yale University School of Medicine and is a medical consultant to the New York Rangers™ hockey team. He has previously served as the Chief of the division of Orthopedic Surgery at White Plains Hospital, as well as Chief of Hand Surgery at Westchester Orthopedic Institute. He is the author of numerous scholarly research publications in orthopedic surgery.
